A voltage regulator is a combination of elements designed to ensure that the output voltage of a supply remains constant. The technical block diagram of any power supply consists of a rectifier, filter, and regulator.

First of all the input voltage is scaled down using the step-down transformer and then that voltage converted into pulsating dc using a rectifier and the variation in pulsating dc is filtered out using the filter circuit and if you see the output of the filter circuit then that output still contains some amount of ripple, so the filtered output is then given to the regulator to remove the variations and provide the constant output.

The line and load regulation are these two important parameters of the power supply, and these two parameters define how well the power supply can provide the constant output voltage even if there is a change in the line or load voltage.
