The shift registers as a universal means it can do left shift and right shift, so in either way, we can shift the data by using universal shift registers. The four operations can be performed using a universal shift register that is no change register operation, shift left & shift right registers operations, and parallel load operations.

We use the selection lines S0 and S1 to do the register operations. When S0 and S1 selection lines are equal to zero then will perform no change operation which means the register will not perform any operation.

When S0 is one and the S1 selection line is zero then will perform shift right operation. When selection line S1 is one and S0 is zero then will perform shift left operation. When both the selection lines are one then it performs a parallel loading operation.  

If a register shifts the data from left to right or right to left, we call it a unidirectional shift register and if we have a register that can shift the data in both the directions from left to right and from right to left, we call it bidirectional shift register. Along with the bidirectional shift register, if we have parallel loading then that shift register, we will call a universal shift register.
