The network layer of a datagram-oriented network such as the internet has network protocol, path determination, and error reporting components. The host-to-host delivery and finding a path to the destination are the main responsibilities of the network layer.

The circuit setup is not needed in the datagram subnet whereas in the virtual circuit subnet the circuit setup is required. The quality of service and congestion control is difficult in the datagram subnet whereas it is easy in the virtual circuit if enough resources can be allocated in advance for each virtual circuit. 

The correctness, robustness, fairness, optimality, fairness, stability, & simplicity are the properties of a routing algorithm. The messages between local or remote devices are the scope of the network layer.
